Business Outlines 10 Priority Tasks for the New Government Led by Koretsky
The European Business Association (EBA) congratulated Serhiy Koretsky on his appointment as Prime Minister of Ukraine and urged the renewed Cabinet of Ministers to continue reforms, maintain the course towards Eurointegration, and support the economy amid the war.
This was reported by Delo.ua, citing an official statement from the EBA.
The association emphasized that it is critically important to appoint permanent leaders for the Ministry of Defense and the Ministry of Foreign Affairs as soon as possible, as the country's defense capability and international assistance directly depend on them.
According to EBA surveys, in 2026, Ukrainian entrepreneurs expect the government to focus on four main reforms:
- fighting corruption (indicated by 60% of surveyed leaders);
- judicial reform and the rule of law (54%);
- meeting the conditions for EU accession (36%);
- macroeconomic stability (35%).
Based on these figures, the business community has formulated a list of 10 main demands for the new government team.
10 Main Demands of Business to the New Cabinet:
1. Financial and Macroeconomic Stability
The priority task should remain responsible budgetary and tax policy, fulfilling agreements with international partners, and reforms under the Ukraine Facility program. It is important to maintain the stability of the banking system, predictability of monetary policy, and continue the gradual easing of currency restrictions. It is also strategically important to develop the self-sufficiency of the Ukrainian economy to gradually reduce its dependence on foreign funds.
2. Smart and Quality European Integration
The implementation of European norms should not be a formal copying of EU laws. The state should systematically involve Ukrainian businesses in preparing negotiation positions, analyze the impact of new rules, and determine real and comfortable transition periods. Among the important steps are accelerating the signing of the "industrial visa-free" agreement (ACAA Agreement) and removing barriers for Ukrainian goods in the EU market.
3. Simple Rules and Improvement of the Business Climate
Currently, 71% of company leaders consider the business conditions in Ukraine unfavorable. The new government should continue deregulation, abolish outdated requirements, and digitize public services. Additionally, it is necessary to simplify customs and tax operations, particularly tax administration, ensure timely VAT refunds, and implement a risk-oriented approach to control to reduce pressure on honest businesses.
4. Effective Market De-shadowing
Legal businesses insist on a decisive fight against the shadow economy. Reducing smuggling, illegal trade, tax evasion schemes, and abuses of the simplified taxation system will help fairly distribute the tax burden. This will fill the budget and create fair and equal competitive conditions for all companies.
5. Retaining Human Resources and Clear Reservation
The shortage of workers remains one of the biggest challenges for companies. State policy should help retain specialists, bring Ukrainians back from abroad, develop retraining programs, and employ veterans. At the same time, the system for identifying critically important enterprises and reserving employees should be transparent, digital, predictable, and balanced with defense needs.
6. Insurance of Military Risks and Financing
State insurance and damage compensation programs should be accessible to a wide range of companies. It is necessary to attract international partners to expand insurance for military and political risks, increase lending volumes, and develop separate financial instruments for enterprises operating in dangerous regions.
7. Support for Frontline Businesses
Enterprises on the front line maintain jobs, provide people with goods, and fill local budgets under extreme conditions. They need special conditions: special tax and financial support, access to preferential loans and grants, compensation for security expenses and autonomous energy supply, simplified reservation, and expedited demining of territories.
8. Attracting Private Investments for Recovery
The recovery of the country should occur under transparent rules with active participation of private capital. Clear mechanisms for public-private partnerships should be created, and corruption in recovery projects should be minimized. The main focus should be on restoring infrastructure, protecting energy facilities, and developing decentralized generation.
9. Judicial Reform and the Rule of Law
Independent and professional courts are a fundamental condition for protecting investments and restoring trust in Ukraine. Business expects the continuation of judicial reform, transparent selection of judges, clear enforcement of court decisions, faster case consideration, and real guarantees of property rights protection.
10. Continuous Dialogue and Communication
Any decisions that significantly impact the economy should be made by officials only after substantive consultations with business associations and assessment of their practical consequences. This will allow businesses to prepare in advance for changes and make government policies predictable.
It should be noted that the Verkhovna Rada has appointed a new composition of the Cabinet of Ministers. On July 16, the Verkhovna Rada supported the appointment of the new composition of the Cabinet of Ministers of Ukraine.
