Russia's Budget Recorded a Surplus of 660 Billion Rubles in August 2026

The federal budget of Russia recorded a surplus of 660 billion rubles (7.7 billion dollars) in August 2026, the highest figure since August 2025. The surplus was driven by dividend payments from major state companies based on last year's profits, which amounted to 691 billion rubles last month. Non-oil and gas revenues increased by 17% year-on-year, partially offsetting the rise in expenditures. Total budget expenditures rose by 16% due to funding military operations against Ukraine. The influx of funds in August reduced the accumulated budget deficit for the first eight months of 2026 to 5.8 trillion rubles, significantly exceeding the annual limit of 3.8 trillion rubles (about 1.6% of GDP). Official budget parameters are expected to be adjusted by the end of September. Russia is spending a record 29 million dollars every hour on the war, and expenditures for armed aggression in the first half of 2026 reached 10.687 trillion rubles (about 123.4 billion dollars).
