New Construction Rules for Kindergartens Approved in Ukraine
The Ministry of Community and Territorial Development has approved new construction rules for kindergartens, changing the approach to design. Instead of a single template, spaces will be planned according to the needs of each specific kindergarten. The new rules apply to nurseries, kindergartens, and special kindergartens, taking into account the updated law on preschool education. The main change is that kindergartens no longer need to be designed according to the same scheme; the number of rooms and their area will be determined based on the number of children and the format of the institution. One space in a kindergarten can serve multiple functions, and its area will be determined considering the number of children. Requirements for small institutions have been simplified: nurseries and kindergartens with up to 40 children and special kindergartens with up to 24 children. This will facilitate the opening of small kindergartens in residential and public buildings. There are also requirements for accessibility for children with special educational needs. The new requirements will apply to the construction of new kindergartens and the reconstruction of existing ones. The new rules can be reviewed starting August 1, 2026, and will come into effect on October 1, 2026.
